In 1970, he graduated from Huazhong Institute of Technology, majoring in radio technology. In 1982, he obtained a master's degree from South China Agricultural College, where he stayed to teach in the Department of Agricultural Engineering. In 1987, he was promoted to associate professor; From 1987 to 1988, he studied at Virginia Tech and State University. From 1988 to 1989, he studied at the University of Kentucky in the United States; In 1992, he was promoted to professor; From 1992 to 1996, he served as the head of the agricultural engineering department of South China Agricultural University and the dean of the engineering college; Approved as a doctoral supervisor in 1993; From 1996 to 2006, he served as vice president of South China Agricultural University; In 2009, he was elected as an academician of China Academy of Engineering; In 2020, the first unmanned rice farm was successfully built in Guangzhou. Luo Xiwen has long been engaged in the research on mechanization of rice production and electromechanical integration technology of agricultural machinery and equipment. On November 3, 2021, the project "Key Technologies and Applications of Agricultural Machinery Automatic Navigation Based on Beidou" hosted by Luo Xiwen won the second prize of the 2020 National Science and Technology Progress Award. Recently, the provincial government issued an outstanding contribution award for winning the 2022 Guangdong Science and Technology Award.
